Call for Tenders A/O 2009-02
Wind Power – 2 X 250 MW

Description

This Call for Tenders is for the purchase of wind-generated energy in order to meet the long-term electricity needs of Québec customers.

Hydro-Québec Distribution intends to purchase two blocks of 250 MW of wind energy generated in Québec, one resulting from Aboriginal projects and one resulting from community projects. Required quantities for each of the two blocks are distributed as follows for each of the two blocks:

  • 50 MW starting on December 1, 2012
  • 100 MW starting on December 1, 2013
  • 100 MW starting on December 1, 2014

Each project shall be limited to a maximum of 25 MW. The term of the contract is fixed at 20 years.

Pre-bid conference

Two sessions were held in French: one in Montréal on September 16, 2009, at 9 a.m. and one in Québec on Friday 18, 2009, at 9 a.m.

A session was held in English in Montréal on september 16, 2009, at 14 p.m.

Participation in the conference is not mandatory to submit a bid.

Registering for the call for tenders

All bidders interested in submitting a bid must have registered for the call for tenders and pay the registration fee ($1,000) by February 15, 2010, (revised) at 4 p.m. (Montréal time). All wind turbines manufacturers interested in participating must have also registered before that date.

Submitting questions

Duly registered bidders may submit questions concerning the call for tenders. The deadline for doing so is May 3, 2010. The answers will be available to all.

Submitting of bids

The deadline for submitting bids is 4 p.m. (Montréal time), May 19, 2010.
