Conversion of the Cleveland-Waterloo line to 120 kV
Project Overview
Given the growth in demand and in order to meet future needs in the Estrie region, Hydro‑Québec must increase its system capacity. The Cleveland‑Waterloo line will be rebuilt for this purpose.
This project is part of the plan to convert Estrie’s 49‑kV system, which began with the 2016 commissioning of the new 120/25‑kV Adamsville substation in Bromont.
The next step in the modernization project is the reconstruction of the 120‑kV line between Cleveland substation and the tap line to Waterloo substation to allow for the addition of a second circuit (double‑circuit line).
Line route
An in-depth analysis of sensitive elements in the study area showed that the use of the right‑of‑way of the current line between Cleveland substation and the tap line to Waterloo substation constitutes the solution with the least impact.
Locating the new double-circuit line in the existing right‑of‑way limits the impact of creating new corridors, including clearing a new right‑of‑way for the line and an opening to the highway for certain residences.
The new double-circuit line will therefore be located in the current right‑of‑way. The route is 11.5 km long. Commissioning of the line is slated for summer 2027.

- Granby: 3.1 km
- Bromont: 3.6 km
- Shefford: 4.9 km
