Preparatory studies and work

The main objectives of the draft-design studies are to:

  • Consult local Indigenous and non-Indigenous communities to develop a project that integrates the host setting’s aspirations
  • Coordinate studies required to determine project technical content, constraints, permitting requirements and environmental impacts
  • Develop project execution strategies
  • Identify and manage risks
  • Plan project execution and develop estimates

The studies will be carried out by multidisciplinary teams that will include experts in structural design, hydraulic and mechanical engineering, electrical equipment, geology, construction methods, environmental protection and health and safety.

For Hydro‑Québec, a top priority is to carry out the draft-design studies in compliance with environmental protection and health and safety standards and with care to minimize the impact of the work on facility operation.

Project work activities

In the months ahead, Hydro‑Québec will conduct a number of studies to determine the final scope of the project and its possible impacts. However, it is already known that the following activities will have environmental impacts:

  • Preliminary field investigations (geotechnical studies, environmental surveys, etc.)
  • Presence of heavy equipment and traffic in the area of the jobsite
  • Placement of temporary installationsfor the duration of the work

Mitigation measures under study

As Carillon generating station has been in operation for more than 60 years, Hydro‑Québec is already aware of certain local concerns. Nonetheless, Hydro‑Québec wants to use the opportunity the draft-design phase provides to thoroughly understand the concerns of stakeholders and identify any necessary mitigation measures.

Here are some of the measures under study:

  • Draft a traffic management plan for safe and smooth jobsite access
  • Develop targeted environmental protection measures
  • Contribute to development of recreational/tourism areas in the vicinity of the generating station
  • Adapt certain generating station operating procedures
