Pierre‑Laporte substation and the new 230‑kV supply line
Public consultation
Public input is a vital part of the planning process for every project. Indeed, it’s why we go out to meet the host communities.
Our ongoing dialogue with you helps us better understand your milieu and optimize our projects with a view to better integrating our equipment into the environment.
Our public consultation process

Preliminary consultation (Fall 2023)
Also known simply as “pre-consultation,” this marks our initial contact with the host community. At this stage–which typically involves consulting with the MRCs, towns and municipalities, environmental organizations (including the UPA) and certain local economic organizations–we present our study area and ask local stakeholders for their feedback and concerns so that we may begin examining the line route options.
Information sharing is crucial at this point, since it allows us to study the environment and identify viable line routes that we can present to the community during the ensuing consultation process.
Consultation activities that we conducted:
- Meetings with regional tables (October 2023)
- Meetings with various stakeholders (municipalities, MRCs, and the UPA (Fall 2023))

Presentation of the project and consultation (2024)
This stage involves meeting with local stakeholders and members of the public to:
- Present the line routes under study.
- Review modifications to the project design (tower height, right‑of‑way span, etc.).
- Engage the property owners concerned in discussing potential improvements and the coming steps in terms of working with the community.
- Receive comments, concerns and questions from organizations and the public regarding the substation and proposed line routes.
Consultation activities – Winter and spring 2024
- Meetings and workshops with local organizations (February and June 2024)
- Open‑house meetings with property owners impacted by the study area and with the public (April 17 and 18, 2024)
- Online consultation using an interactive map (April 17 to May 17, 2024)
- Meetings with regional tables (March 2024)
Consultation activities – Fall 2024
- Open‑house meetings with property owners impacted by the study area and with the public (October 16 and 17, 2024)

Announcement of the selected solution (Winter 2025)
During this last stage of our public consultation process, we present the results of our analysis conducted following our environmental studies and our consultation activities.
In this step, we:
- Present the selected line route variant
- Hold discussions with property owners affected by the project and local organizations to ensure the optimal integration of the new line into the host environment
- Integrate public opinions into our environmental approach in order to choose the tower model best suited to the host environment
