Unlikeother parts of regional Québec, the Cree communities were spareddepopulation. Between 1991 and 2001, the number of Crees settledoutside their communities even dropped by 12%. This said, a highpercentage of Waswanipi, Waskaganish and OujéBougoumou residents liveoutside the communities—22%, 14% and 13% respectively. In the case ofWaskaganish, this is because a large number of community members livein Moose Factory, a village on the west coast of James Bay, in Ontario.The number of Crees living outside the communities and JBNQA territoryincreases significantly when the number of Crees struck off theRegister of beneficiaries—because they were absent from the JBNQAterritory for more than ten years—is taken into account.
